Spinner: make rollover (hover) change more distinctive

When you hover over the up/down buttons in spinner there's a very subtle CSS change. Make that more distinctive, so that users get more feedback that their mouse is in the desired position.

Needs further discussion and should be changed with a css generalisation effort. Currently spinner uses default hover scheme which therefor would have to be changed in all widgets.
