(In [13333]) Make dialog fade in/fade out faster, and also, avoid the fade in/fade out of the underlay since it's CPU intensive and seems to slow down IE. Fixes #6432.

(In [13342]) Make dijit.defaultDuration parameter to control default wipe in / fade in time for all widgets. Adjustable through dojo.config. Refs #6432, #6454, #6464. Fixes #6471. !strict
