IE7: AlwaysShowToolbar does not float toolbar

Type in several lines of content. Notice that as you hit return on each line, the content jumps (an annoyance). Also note that the lines are nearly double spaced, but not on other browsers. Type enough lines to cause a scrollbar to appear on the document. Scroll downward. The toolbar stays on the top.

The "double spacing" is expected behavior and is solved by the EnterKeyHandling plugin. The other issues are presumably valid issues.
