TabContainer: add title text to the tab title close icon

Description

There is no title text for the close icon on the tab title. The title text would be displayed on mouse over and provide useful information for people with disabilities. Add a new "close" string to be translated for 2.0.

similar to #5681 but "cancel" text is not appropriate in this case.
