dojox.io.proxy does not work with Safari 3

Description

Safari 3 changed their frame security model, and in some ways acts more like IE 7. Fix it.

Also, the solution to Opera 9.25 will likely be to use cross document messaging: http://virtuelvis.com/archives/2005/12/cross-document-messaging http://www.whatwg.org/specs/web-apps/current-work/#cross-document

(In [12181]) Refs #5699. Safari 3 is now working, and the general approach is much simpler than before. No need for a third iframe in IE7 now. Still need to fix Opera, but that will be hopefully fairly straight-forward. !strict
