Have a build option to exclude dojo.i18n from dojo.xd.js (which would also remove the extra i18n support code in loader_xd.js.

This would effectively remove the ability to use the dojo.i18n code from an app that used this dojo.xd.js, but it may be important for systems that have their own i18n approach, or do not require it.
