import/port Firebug-Lite to 0.9 Core

the system needs a clean way to handle (optional) loading of Firebug Lite that can survive not having the files available in an all-in-one-script environment. Perhaps simply inform devs how to include Firebug Lite and include it in the Core repo?

(In [8419]) A modified, dojo-ized, style-guide-compliant version of Firebug Lite for use in 0.9. The icons aren't working right yet since we imported all the styles directly into firebug.html.
