Confirm Dojo Storage + HTTPS work together

Description

There used to be an HTTPS bug with regards to Dojo Storage. That disappeared; I didn't close it. Maybe HTTPS works now; confirm that this is so across our supported browsers and platforms.

I still don't have an HTTPS testing environment and no volunteers who depend on this functionality has stepped forward.
