initial port of 'dojo.seqctrl' module/patch, renamed to dojox.timing.Sequence (it's more timing-related than it
is specifically fx realated) ... updated to use dojo.declare, and tried to cleanup inline docs
and adhere to style guidelines, and added a test case. -- fixes #639
